In 1985, Payne began his Wall Street career as an analyst at E.F. Hutton. Payne settled with the SEC in 1999 on a complaint alleging that Wall Street Strategies advocated that its clients buy members’ stock using recorded messages on its telephonic stock recommendation service on at least eight occasions. Payne consented to the imposition of a permanent injunction against violations of Section 17 (b) of the Securities Act of 1933 without admitting or disputing the claimed offenses. In addition, Payne consented to pay a $25,000 civil penalty. Payne’s first book, “Be Smart, Act Fast, Get Rich: Your Game Plan for Getting It Right in the Stock Market,” was published in 2007. He has been on C-SPAN multiple times.
Payne joined Fox Business as a contributor in 2007. He took over as host of Making Money with Charles Payne in 2014. In June of this year, Payne asserted, “When President Barack Obama was elected, the stock market plummeted… Trump was up 9%, President Obama was down 14.8 percent, and George W. Bush was down nearly 4%. After a former network guest, Scottie Nell Hughes, accused him of rape, Payne was suspended by Fox Business in July 2017 pending an investigation. Payne rejected the allegation, but admitted to having a three-year “romantic relationship” with Hughes prior to the claim. Hughes claimed she kept an apartment near Fox’s Manhattan headquarters for the length of the affair in the hopes of landing a permanent job with the network. After ending the affair in 2015 and reporting Payne to Fox, her public appearances were dramatically restricted. Payne’s ban was lifted on September 8, 2017.
